Description: This article is the second in a two part series that summarizes a longer paper that can be downloaded from the website of the Social Insurance and Public Finance Section. Both articles take the form of a point-counterpoint dialogue addressing important aspects of social insurance programs. The first part discussed their nature, desirability and advantages, as well as whether they can form a framework to achieve sustainable inter-generational equity. This article focuses on whether pre-funding of a social insurance program can occur and can contribute to the financial security of the participants. Fundamental differences of opinion exist regarding these programs, not only due to different personal and political values, but also as a result of the viewpoint taken (for example, assessment of the program in isolation, consideration of the sponsoring government's financial situation, or the overall national economy).

The panelists present the preliminary report of The Society of Actuaries Task Force for Research on Life Insurance Sales Illustrations, summarizing the results of the task force’s work to date. Acknowledging the near universal belief that current sales illustration practices are inadequate, the panelists, members of the task force, discuss the alternatives to current illustration practices that the task force identified. The speakers, members of the Pension Committee of the Actuarial Standards Board [ASB], present an update on the ASB’s exposure drafts of actuarial standards of practice intended to provide detailed guidance on setting economic assumptions for pension plans. The session is concerned with selecting actuarial assumptions, specifically economic assumptions, for measuring pension obligations. The speakers note that in addition to providing guidance to actuaries, the standards are designed to help users of our work product understand what actuaries consider in determining their assumptions.
